We the people, in
accordance with the first amendment of the Constitution of the United
States, do hereby petition the governors and legislators of the 50 various
states to provide delegates, fund, and convene a constitutional convention
at a central U.S. location.* The purpose thereof , to review, amend and
update the Constitution of the United States, as our Founders recognized
would be necessary, in order to: (1) minimize the future possibility of a
dishonest or unsuitable president, (2) consider other important issues and
grievances of the people, and (3) consolidate the language for easier
citizen reading.
The petitioners do expect prompt response to our
petitions. We expect the convention for clarifying and revalidating the
Constitution to begin as soon as possible after a reasonable number of
petitions are received by each Secretary of State. The convention, once
gathered, should produce a reflective and comprehensive document ready for
printing and release within four months. State legislative sessions should
then stand ready for ratification of this revitalized 21st Century
Constitution.
It is desired that federal officials and congressmen be excluded from this
convention because of their partisan bias. Wise and bipartisan delegates
should be chosen by the various state legislatures on the following basis:
three from states with less than 5 federal representatives, five from states
with 5 to 13 representatives, and seven from states with more than 13
representatives. Of these delegates, less than 50 percent
from each state should be active members of the bar (lawyers); and at least
one, a person of science (M.D., physicist, computer expert, etc.).
| The Convention should, at a minimum, consider the following: |
| 1. |
A requirement that the President of the United States
comply with appropriate ethics sections of the Uniform Code of Military
Justice, and that secret clearance background checks be completed on
potential Presidents well before national elections. |
| 2. | An amendment to reduce the conflict of interest when active lawyers make the nation's law. |
| 3. | Consideration of States' Rights concerning education, highways and other facets used to hold states hostage by limiting federal funds or the use of funds. |
| 4. | A reexamination of the method of electing federal senators. |
| 5. | A consideration for removing the Department of Justice from the executive branch of government. |
| 6. | An amendment to limit federal income tax to 15 percent or less, except in times of foretold war. |
| 7. | A general clarification of the language without changing the basic rights and liberties now enjoyed. |
| 8. | Provide legal validation for the use of paper money, and install provisions for a balanced budget and the reduction and maintenance of the public debt to a fixed amount per capita or a reasonable percentage of GDP, except in cases of declared war or public approval of armed forces build up. |
| 9. | Place limits on the amount and types of federal grants, subsidies and pork projects as not within the scope and job description of the federal government. (e.g. education, foreign aid, etc.) |
| 10. | Consider methods to prohibit the ownership of local newspapers and local electronic media (TV stations) by large, out of state, media corporations. |
| 11. | Establish term limits for federal legislatures. |
| 12. | Further define the accounting trail and dollar amounts which political action committees (PAC's), corporations, and individuals can donate to candidates and political parties in federal elections. |
We are reminded that far less than half the colonial population initially
supported the American Revolution and that no polls were taken prior to the
Declaration of Independence. Therefore, on behalf of all concerned citizens,
whatever social class, race, religion, sex or background; and in memory and
honor of the Sons of Liberty, the Minutemen, and the "Founding Fathers" of
1775, I do hereby sign, attest and support this petition.
